Alipay Not Working for Foreigners? Fix Card, Verification, and QR Problems

Alipay failed at account access, verification, card linking, QR checkout, or payment? Diagnose the stage, contact the right party, and keep a safe backup.

Quick Answer

If Alipay is not working, stop retrying and identify the failed stage: account access, identity verification, card linking, issuer authentication, QR checkout, or transaction status. Check the exact message and payment record before trying again. If a merchant is waiting, use a separately prepared card, wallet, or RMB cash, then troubleshoot safely.

Evidence and limits: Official visitor guidance, Alipay’s international-card agreement, and the Alipay Help Center were checked on October 8, 2026. Individual accounts, cards, issuers, merchants, and live support were not personally tested. App prompts and terms may change; follow the current official flow.

Who This Applies To

This guide is for an overseas visitor who has started Alipay setup or attempted a payment and received an error, decline, or unclear result. If you have not set it up yet, see how to set up Alipay as a foreigner.

Most Likely Failure Points

  • The account cannot receive a sign-in or verification code.
  • Alipay requests identity information or does not accept a submitted document.
  • An international card cannot be added or the issuer authentication fails.
  • The card is linked, but a particular merchant payment is declined.
  • The merchant’s QR flow is not available for that transaction.
  • The payment result is pending or unclear.

A card appearing in Alipay proves only that it was added. It does not guarantee that the issuer, merchant, account, or platform will approve every payment.

Check First

  1. Read and save the exact Alipay or issuer message without exposing a password, SMS code, payment code, full card number, or passport image.
  2. Open Alipay’s transaction record. Confirm whether the purchase is failed, pending, or completed, and ask the merchant whether the order was received.
  3. Check the card issuer’s official app for an authentication request, security alert, or decline.

Do not submit a second payment while the first result remains unclear.

If Alipay says “Network unavailable” or will not load

First note where the problem appeared: opening Alipay, adding a card, or submitting a payment. These are different stages, so keep the exact message for the official support team rather than assuming the card was declined.

If the message appeared during payment, check the transaction record and ask the merchant whether the order was received before trying again. If you cannot check the result, do not submit another payment while the first remains unclear.

For a loading or card-linking problem, use the official Alipay support route below and report the stage and message. Do not send passwords, SMS codes, live payment codes, or full card details to an unofficial helper.

Step-by-Step Fix

1. Separate account access from payment failure

If a sign-in code does not arrive, confirm the country code, registered number, and whether that SIM can receive SMS. If you no longer control the number, use the recovery route in the official app rather than opening replacement accounts.

2. Follow the identity request shown in the app

Use the document type offered in your current Alipay flow. Enter details exactly as recorded on the document and submit a clear image only through the official app; no third-party guide can override a verification decision or promise a review time.

3. Diagnose card linking separately

Recheck the card and billing fields requested by Alipay, then complete any issuer verification. Major card networks are listed in official visitor guidance, but not every card on a listed network is eligible.

If the issuer recorded a rejected authorization, ask the issuer what it requires. If it saw no attempt, use Alipay support for the wallet-side error.

4. Check the merchant payment flow

Official guidance documents two merchant flows: scan the merchant’s code, or show your payment code for the merchant to scan. Ask which supported flow the cashier uses; do not send money to an unfamiliar personal code as a workaround.

A failed transfer does not prove that merchant payments are broken. Alipay’s international-card agreement limits this card service to purchases from eligible mainland merchants and excludes transfers and other non-consumption uses. Follow the current prompt shown for the feature you are trying to use.

5. Resolve pending payments and refunds by record owner

Keep the transaction or order ID and time. The merchant can confirm the order or submitted refund, Alipay can check wallet status, and the issuer can trace card authorization or posting; no reviewed official source gives one universal completion or refund time.

What Not to Do

  • Do not repeat a pending payment or try to bypass a security decision with many rapid attempts.
  • Do not share authentication codes, live payment codes, full card details, or unnecessary identity images with a merchant or unofficial helper.
  • Do not treat another traveler’s fee, limit, verification time, or refund time as a promise for your account.

Official Support Route

Use Customer Service inside the official Alipay app or the Alipay Help Center. The current Help Center lists 95188 extension 1 within mainland China and +86 571 95188 for callers in Hong Kong, Macao, Taiwan, or overseas. Follow the current in-app or Help Center routing because service options and hours can change.

For issuer authentication or a card-statement issue, contact the bank through its official app or the number on the card.

Offline Fallback

Carry RMB cash and a physical card as independent backups. Ask whether the merchant accepts the network shown on the card; a network logo is not a guarantee that a particular transaction will work. A compatible ATM may provide RMB when your issuer permits it.

The broader China payment guide explains how to prepare wallets, cards, and cash as separate layers.
