How to Set Up and Use Alipay as a Foreigner (2026 Guide)

Set up Alipay as a foreign visitor, add a payment card, understand verification, and prepare a backup payment method before arrival.

Quick answer: A visitor without a Chinese bank account can register Alipay with a reachable foreign or Chinese mobile number, complete the passport checks requested in the app, and link an eligible card issued outside mainland China. Set it up before an urgent purchase, test it with a small payment, and carry another way to pay because eligibility and acceptance vary.

This guide covers Alipay for ordinary purchases at merchants in mainland China. It does not assume that you have a Chinese phone number, bank account, or prepaid Alipay balance. The exact screens, menu names, verification requests, supported cards, fees, and limits can differ by account and app version, so follow the prompts displayed in your own account.

For a wider comparison of cash, cards, and mobile wallets, see Money & Payments in China and How to Pay in China as a Foreigner.

What You Need Before You Start

  • Your physical passport: Enter your identity details exactly as printed and be ready to photograph the document when prompted.
  • A reachable mobile number: A foreign or Chinese number can be used for registration. It must be able to receive the account verification message.
  • An eligible overseas-issued bank card: Have the card number, expiry date, security code, cardholder name, and billing address available. The app may request some or all of them.
  • Access to issuer verification: Your bank may require a one-time password (OTP), a banking-app approval, or a 3-D Secure (3DS) check.
  • Reliable internet: Registration, verification, and QR payments need a usable connection. Arrange internet access in China before relying on the app.
  • A backup payment method: Keep RMB cash and, where practical, another card or wallet ready.

Do not rely on a card-network list copied from an old guide. Official sources confirm that Alipay supports major global card brands, including eligible American Express cards, but eligibility is not universal. Current in-app prompts and card terms decide whether your particular card can be linked. Third-party-issued American Express cards outside mainland China are expressly excluded from Alipay’s 2025 announcement.

How to Set Up Alipay

  1. Download the official Alipay app. Use your device’s official app store, inspect the listing, and confirm that the named publisher is Alipay rather than downloading a look-alike app or installation file from an advertisement.
  2. Choose registration and enter your mobile number. Select the correct country or region code. A Chinese number is not required by the official visitor guidance; a foreign number can be used if it receives the verification message.
  3. Enter the SMS verification code. Never send this code to a driver, merchant, stranger, or someone claiming to be support. Alipay screens can change, so use the registration path shown on your device rather than looking for one exact English button label.
  4. Complete identity verification when prompted. Select the applicable passport option, enter your name and document details exactly as shown, and provide the requested passport images or face check. The international-card agreement says passport information is required as prompted before the first card payment; completing it during setup avoids discovering the requirement at the checkout counter.
  5. Review the result in the app. If the account asks for another document image or correction, follow that request. Registration does not mean every user, card, or future transaction has passed all identity and risk checks.

Do not create multiple accounts merely because a review is pending. Duplicate details can make troubleshooting harder. Use the app’s customer-service route if the status or requested correction is unclear.

  1. Open card management. From your account or payment area, find the section that manages bank cards. Its position and wording may vary by version.
  2. Choose the option to add a card. Enter or scan the card number only inside the official app.
  3. Enter the details requested. These may include the cardholder name, expiry date, security code, and billing address. Match the card issuer’s records, including spacing and address details where possible.
  4. Complete issuer verification. Approve the OTP, banking-app confirmation, or 3DS page presented by your bank or network. Card binding requires issuer verification; leaving this screen early can prevent the card from being added.
  5. Check that the card appears as available. A successfully listed card can still be declined for a particular merchant or transaction.
  6. Make a small purchase first. Test at a staffed merchant where you have time to use another payment method. This checks the practical chain—account, identity status, card, issuer, merchant scenario, and risk controls—before you need it for a taxi, meal, or hotel.

If more than one card is eligible, linking a second card from a different issuer can reduce dependence on one bank. Do not repeatedly retry a declined payment without reading the error. First check the card details, available credit or funds, issuer verification, and any instructions shown in Alipay.

How to Pay with Alipay

Alipay merchant payments normally use one of two visibly different QR flows. Ask the cashier which method they expect if it is not obvious.

Method 1: You scan the merchant’s QR code

  1. Open Alipay’s scan function and scan the merchant’s collection QR code.
  2. Check the merchant name shown in the app. If it does not match the shop or person you intend to pay, stop and ask the cashier.
  3. Enter the amount only if the screen asks you to do so. Compare it with the bill before continuing.
  4. Select the linked card if a payment-method choice appears.
  5. Review the amount, merchant, funding card, fee notice, and currency information, then authorize the payment using your own PIN, biometric approval, or other requested method.
  6. Wait for the app and merchant to confirm success. Do not treat a loading screen as proof of payment.

Method 2: You show your payment code to the merchant

  1. Open the payment-code area, which may be labeled Pay or Pay/Collect depending on the version.
  2. Confirm the intended linked card if the app lets you choose before presenting the code.
  3. Show the changing payment barcode or QR code to the cashier’s scanner. Do not post, screenshot, or send this code to anyone.
  4. Check the merchant name and amount displayed after the scan. Complete any confirmation requested by the app.
  5. Verify the successful transaction record before leaving.

Payment safety: Keep your OTP, payment PIN, security code, and payment code private. A legitimate cashier may scan the on-screen payment code in front of you, but should not ask you to disclose an OTP or PIN. Always verify the merchant name and amount before authorizing.

International-card service is for purchase payments at mainland merchants. The reviewed Alipay agreement excludes transfers, wealth management, cash withdrawal, and other non-consumption uses. Do not assume that a linked overseas card will fund person-to-person payments, red packets, or every mini-program.

Fees, Limits, and Exchange Rates

Alipay service fees

An official Shanghai government FAQ records a fee waiver for a single international-card transaction under RMB 200 and a 3% service fee above RMB 200. It also records a proportional refund of that service fee when a payment is refunded. However, that page warns that future changes must be checked with Alipay, and no newer accessible Alipay tariff page was established in the source review.

Treat those figures as a historically recorded rule, not a permanently current promise. Check the fee displayed on the actual payment screen and the current product agreement before confirming. The source does not establish whether a transaction of exactly RMB 200 is waived or charged, so this guide does not infer either treatment.

Transaction and annual limits

Chinese government guidance published in April 2024 gives maximum limits for an overseas visitor using mobile-payment platforms of USD 5,000 per transaction and USD 50,000 annually. These are published platform-level maximum limits, not a promise of the amount available to your Alipay account.

Your usable limit may be lower because of current product rules, identity status, Alipay risk controls, the card issuer’s limit, the merchant scenario, or card acceptance. Ignore older articles quoting USD 1,000 per transaction or USD 10,000 annually; the later government guidance replaced those planning figures. Official guidance also mentions reduced identity requirements below an unspecified amount, but it does not publish a number, so there is no reliable numeric “no verification” threshold to use.

Exchange rates and issuer charges

The official record says the card network and issuing bank provide the exchange rate. Review the amount and any conversion information shown before payment. Your issuer may separately charge foreign-transaction, currency-conversion, or other card fees. Alipay’s displayed service fee, your issuer’s fee, and the exchange rate are separate parts of the final cost.

Common Alipay Problems and Fixes

The registration SMS does not arrive

Recheck the country code and number, confirm that your SIM can receive SMS while abroad, disable call or message filtering temporarily if appropriate, and wait before requesting another code. If you use dual SIMs, verify which line is active. Do not ask another person to receive the code for your account.

Your passport name does not match

Compare the account entry with the passport’s machine-readable and biographical details. Remove nicknames, do not reverse names merely to imitate a Western form, and use the document options presented by the app. Also compare the cardholder name with the issuer’s record. If the app offers a correction route, use it instead of creating a second identity.

Identity review is pending or fails

Follow the specific request shown: it may require a clearer passport image, corrected data, or another face check. Photograph the original document in even light with all edges visible. Eligibility and review outcomes vary, and the sources do not establish a resolution time. Use in-app support if the reason remains unclear.

The card is rejected while linking

Confirm that the card is issued outside mainland China, that its details and billing address match the issuer, and that it is currently eligible according to the app. Contact the issuer to ask whether it blocks wallet provisioning, international online use, or the verification attempt. If available, try another eligible card rather than assuming every card from the same network behaves identically.

OTP or 3DS verification fails

Keep the issuer’s registered phone and banking app available, check that roaming messages work, and complete the issuer page before it expires. If the issuer never sends the code or rejects the approval, contact the bank using the number on the card. Alipay cannot override the issuer’s authentication decision.

A QR code is not compatible

Confirm that the code is an Alipay merchant collection code and ask to use the other payment flow: scan the merchant code, or show your payment code to the cashier. Some QR scenarios, personal collection codes, or mini-program checkouts may not accept an overseas-linked card. Use another payment method if the merchant scenario remains unsupported.

A payment is stopped by risk control

Read the in-app notice, check for a requested identity or card verification step, and avoid rapid repeated attempts. A smaller test purchase can help distinguish a general setup problem from a transaction-specific one, but it does not bypass risk controls. Contact in-app customer service when the notice gives no usable next step.

A refund has not reached the card

First confirm that the merchant completed the refund and retain the Alipay transaction record. A recorded service fee should be refunded proportionally under the historical fee description, but the time for the card credit can depend on Alipay, the card network, and the issuing bank. No reviewed source supports promising a fixed arrival time. Ask the merchant, Alipay support, and then the issuer to trace it if necessary.

Alipay’s official help center lists in-app/online support, mainland hotline 95188 (Alipay option 1), and an overseas hotline at +86 571 95188. Its posted principal hours were 08:00–24:00 when checked, but routing and hours can change; verify them on the live help page.

Backup Payment Options

Bring at least two independent ways to pay. A successful setup test reduces surprises, but no mobile wallet removes the need for a fallback.

  • RMB cash: Carry a practical mix of notes for transport, small shops, and situations where your phone or account is unavailable. Ask for change before handing over a large note for a small purchase.
  • A physical card: Hotels, larger retailers, and other staffed businesses may accept an international card directly. Acceptance depends on the merchant and network, so ask before relying on it.
  • WeChat Pay: It can be a useful second mobile wallet if your account and card are eligible. Use our WeChat Pay setup guide for foreign visitors and follow the current prompts in your own account.

Keep backup cash and a second card separate from your main wallet. Also save your accommodation address and essential payment information offline in case mobile data fails.

Frequently Asked Questions

Can a foreigner use Alipay without a Chinese bank account?

Yes, an overseas visitor can register with a foreign or Chinese mobile number and link an eligible card issued outside mainland China. A Chinese bank account and prepaid balance are not required for this visitor setup. Individual registration, card binding, and payment remain subject to current prompts, issuer verification, and risk controls.

Do I need a Chinese phone number?

No. Official guidance says a foreign mobile number can be used. It must be reachable for account verification, and your card issuer may separately need access to the phone number or banking app it has on record.

Which foreign cards work with Alipay?

Alipay says it supports seven major global card brands and specifically added eligible American Express cards in 2025, but the current announcement does not enumerate all seven. Older official lists are incomplete and should not be combined into a supposedly definitive current list. Check the add-card prompts and terms for your particular card. Not all overseas-issued American Express cards qualify.

Is Alipay free for foreign cards?

Not necessarily. A government FAQ historically recorded no service fee under RMB 200 and 3% above RMB 200, but the current payment screen and agreement control. Exactly RMB 200 was not resolved by the reviewed source. Your issuer may also charge conversion or foreign-transaction fees.

Can I transfer money or withdraw cash with a linked international card?

The reviewed Alipay international-card agreement limits the service to purchases at mainland merchants and excludes transfers, wealth management, cash withdrawal, and other non-consumption uses.

Why did a linked card fail at one merchant?

Being linked does not establish acceptance in every payment scenario. The merchant’s QR setup, card issuer, network, transaction type, current product rules, and Alipay risk controls can all affect the result. Ask to try the other QR flow, then use cash, a physical card, or another wallet if necessary.

Should I set up Alipay before arriving in China?

It is sensible to download the official app, register, complete requested passport checks, link the card, and prepare issuer verification before travel. Make the first small test payment at a staffed merchant after arrival, because a linked card alone does not prove that every merchant payment will work.
