Quick answer: Foreign visitors can register WeChat with an overseas phone number and link an eligible international bank card to Weixin Pay for purchases in mainland China. Set it up before you need it, complete any passport check shown in the app, and make a small test payment. Keep RMB cash or another payment method ready in case your card, account, phone, or the merchant’s QR code does not work.

This guide is for short-term visitors who do not have a Chinese bank account. You may know the service as “WeChat Pay,” but Tencent calls the mainland payment service Weixin Pay. The exact screens, card eligibility, identity checks, fees, and limits can vary by account and app version. Follow the instructions displayed in your own app.

For a broader look at cards, cash, and mobile wallets, see Money & Payments in China and How to Pay in China as a Foreigner. If you want a second wallet, set up Alipay for foreign visitors separately.

What You Need Before You Start

  • The current official WeChat app: Download it from your phone’s official app store.
  • A reachable phone number: Tencent says an overseas number with a country or region code other than +86 can be used. The number must receive account messages.
  • Your physical passport: Have it nearby in case Weixin Pay asks you to verify your identity or raise your payment limit.
  • An eligible international card: Official guidance lists Visa, Mastercard, UnionPay, American Express, JCB, Diners Club, and Discover, but a logo alone does not guarantee that your card can be linked.
  • Access to your bank: Your issuer may require an SMS code, banking-app approval, or another security check.
  • Reliable internet: You need a connection to register, verify your account, and pay. Arrange internet access in China before depending on the wallet.
  • A backup: Carry some RMB cash and, if possible, another card or wallet.

Download your essential apps while you can still receive messages from your bank. Our China travel apps guide and first-trip checklist cover the rest of the preparation.

WeChat, Weixin Pay, and WeChat Pay HK

The names are easy to confuse, but they do not all mean the same thing.

  • WeChat is the international name of the messaging and services app.
  • Weixin Pay is the mainland China payment service covered by this guide. Purchases are priced in RMB, and eligible visitors can link an international card.
  • WeChat Pay HK is a separate Hong Kong wallet for eligible Hong Kong users. It uses HKD and has its own verification, funding, fee, and limit rules. It can also be used at supported merchants in mainland China, where an RMB purchase is converted for settlement in HKD.

Which one do most tourists need? If you are visiting mainland China and linking a card issued outside mainland China, this guide’s Weixin Pay setup is the relevant route. Having a Hong Kong phone number does not automatically make your wallet WeChat Pay HK.

How to Set Up Weixin Pay

  1. Install or update WeChat. Use the official listing in the App Store or Google Play. Avoid download links in ads or messages.
  2. Create an account or sign in. Enter your overseas phone number with the correct country or region code. Tencent confirms that a non-+86 number can be used.
  3. Complete the account security steps. Enter the verification code and follow any additional check shown. Never give an SMS code to a driver, cashier, stranger, or someone claiming to be support.
  4. Open the payment area. In many English versions, the usual route is Me → Services → Wallet. The wording or position may be different in your version.
  5. Follow the identity prompt. Enter your passport information exactly as printed. If the app requests a passport photo or face check, use the original document in clear, even light.
  6. Check that the wallet opens normally. If a review or correction is requested, finish it before an urgent purchase.

Tencent says some visitors can link a card and spend within a limited range after providing basic information, while passport verification can unlock higher limits. Do not plan around an unpublished “no verification” amount. The requirement shown in your account controls.

  1. Go to Wallet and open the card section. Look for Cards, Bank Cards, or an option to add a card.
  2. Enter the card details. Type or scan the number only inside the official app. Add the cardholder name, expiration date, security code, and billing information requested.
  3. Match your bank’s records. Use the name and billing address held by the issuer rather than a nickname or hotel address.
  4. Complete issuer verification. Approve the SMS code, banking-app request, or 3-D Secure page before it expires.
  5. Finish any Weixin Pay identity check. A linked card may still require passport verification before certain payments or higher limits.
  6. Make a small test purchase. Try it at a staffed shop when you have time to use another payment method.

Chinese government guidance lists seven major card brands, but eligibility still depends on the payment product, your issuer, your account, and the transaction. If one card is rejected, read the error and contact the issuer before making repeated attempts. A second eligible card from another bank can be useful.

How to Pay with Weixin Pay

At a shop, you will usually use one of two QR methods. Ask the cashier which one they want if it is not obvious.

Method 1: Scan the merchant’s QR code

  1. Open WeChat and tap the scan icon, or use the scan function inside the payment area.
  2. Scan the merchant’s collection code.
  3. Check the merchant name. Stop if it does not match the shop or person you intend to pay.
  4. Enter the amount only when the app asks you to do so, then compare it with the bill.
  5. Select the linked card if a payment-method choice appears.
  6. Review the amount, funding card, fee, and currency information before confirming.
  7. Wait for both the app and the merchant to show that payment succeeded.

Method 2: Let the merchant scan your payment code

  1. Open the payment-code screen. In many versions, you can reach it through Me → Services → Money or the wallet area.
  2. Confirm the card you want to use.
  3. Show the changing barcode or QR code to the cashier’s scanner.
  4. Check the amount and merchant shown after the scan.
  5. Complete any PIN, biometric, or other approval requested by the app.
  6. Open the transaction record if you need to confirm the result.

Keep payment codes private. A cashier can scan the live code in front of you. Do not send a screenshot of it, and never tell anyone your payment PIN, card security code, or bank verification code.

An international card is intended for eligible purchases. Person-to-person transfers, red packets, wallet top-ups, cash withdrawals, and some Mini Program purchases may follow different rules or may not support an international card.

Fees, Limits, and Exchange Rates

Processing fees

Tencent’s current public guidance says payments of RMB 200 or less made with a linked international card are free of Weixin Pay’s international-card processing fee. For larger payments, check the fee shown on the confirmation screen before you pay.

Tencent announced an additional 2026 offer for first-time users who link an international bank card: the 3% processing fee is waived for 90 consecutive calendar days from the first transaction, on up to RMB 1,000 of spending per day. This is a dated promotional rule, not a permanent promise. Your live account and payment screen determine whether it applies.

Payment limits

Official guidance gives verified overseas visitors maximum mobile-payment limits of up to USD 5,000 per transaction and USD 50,000 per year. These are ceilings, not guaranteed limits for every account. Weixin Pay, your identity status, the merchant, the card issuer, and risk controls may set a lower amount.

Exchange rates and bank charges

Your card network and issuer handle currency conversion. Your bank may add a foreign-transaction or conversion fee even when Weixin Pay does not charge a processing fee. Check the card, currency information, and total shown before confirming.

Common Weixin Pay Problems and Fixes

The registration message does not arrive

Check the country code and number, confirm that your SIM can receive messages abroad, and wait before asking for another code. With dual SIMs, make sure the correct line is active. Do not use another person’s number for your account.

The Services or Wallet option is missing

Update the official app, check the language and region shown in your account, and look under Me for Services or Pay and Services. Menu names vary. If the payment area still does not appear, use Weixin Pay support rather than changing account details at random.

Your passport verification fails

Enter the name and document details exactly as printed. Retake the passport image with all edges visible and without glare. Follow the specific correction request instead of opening several accounts with the same identity.

The card cannot be linked

Recheck the card number, name, expiration date, security code, and billing address. Ask your bank whether it blocks wallet provisioning, international online use, or the authentication request. If available, try another eligible card from a different issuer.

Your bank verification fails

Keep the issuer’s registered phone number and banking app available. Finish the verification before it expires. If no code arrives or the bank rejects the approval, contact the issuer using the number on the card.

The merchant’s QR code does not work

Ask to try the other flow: scan the merchant’s code, or let the cashier scan your payment code. Some personal collection codes, Mini Programs, or transaction types may not accept an international card. Use another payment method if the scenario remains unsupported.

The payment is stopped for security review

Read the message in the app and complete any requested identity or card check. Avoid rapid repeated attempts. A smaller test payment can help identify a transaction-specific problem, but it cannot bypass a security control.

The internet connection fails at checkout

Move to a reliable mobile or shop network, reopen the payment screen, and check the transaction list before trying again. This helps prevent paying twice after a delayed confirmation.

A refund has not reached your card

Confirm that the merchant completed the refund and keep the transaction record. Card credits can depend on Weixin Pay, the card network, and the issuer. No reviewed source supports promising one fixed arrival time.

Tencent’s official Weixin Pay page lists customer service at 95017 within mainland China and +86 571 95017 from outside mainland China. Numbers and service availability can change, so verify them on the live official page.

Backup Payment Options

  • RMB cash: Carry a useful mix of notes for small shops, transport, or a phone and network failure.
  • Alipay: Configure it separately with its own identity and card checks. Do not assume one wallet’s successful setup proves the other will work.
  • A physical international card: Hotels, larger retailers, and staffed attractions may accept it directly. Look for the card-network logo or ask the cashier.

Keep backup cash and a second card somewhere separate from your main wallet. Save your hotel’s address and essential travel details offline as well.

Hong Kong Is Different

Hong Kong has a different payment mix from mainland China. Based on the author’s recent use of both mainland Weixin Pay and WeChat Pay HK, many Hong Kong businesses accept mainland Weixin Pay and Alipay. However, Octopus and cash remain especially common for everyday local payments.

WeChat Pay HK is an HKD wallet for eligible Hong Kong users. Mainland Weixin Pay is an RMB service. A Hong Kong phone number alone does not make the two wallets interchangeable, and each wallet has its own verification, funding, fee, and limit rules. If your trip includes Hong Kong, carry an Octopus card and some HKD cash rather than relying on a mainland payment setup alone.

Frequently Asked Questions

Can a foreigner use WeChat Pay without a Chinese bank account?

Yes. A visitor can register WeChat with an overseas phone number and link an eligible international credit or debit card to Weixin Pay. The account, card, issuer, identity checks, and transaction still need to pass the current rules.

Do I need a Chinese phone number?

No. Tencent says a mobile number with a country or region code other than +86 can be used. Make sure it can receive account messages, and keep access to the number registered with your bank.

Do I have to verify my passport?

The app may allow limited use after basic information is provided, but passport verification can be required for higher limits or particular payments. Follow the prompt in your account and complete it before you depend on the wallet.

Which international cards can be linked?

Official Chinese guidance lists Visa, Mastercard, UnionPay, American Express, JCB, Diners Club, and Discover. Not every card from those networks is eligible. Your issuer and the live add-card screen make the final decision.

Is Weixin Pay free with an international card?

Official Tencent guidance says payments of RMB 200 or less are free of its international-card processing fee. A 2026 offer also waives the 3% fee for qualifying first-time international-card users for 90 days, up to RMB 1,000 in daily spending. Check the live payment screen, because your bank may charge separate fees.

Can I send money to another person with my international card?

Do not assume so. International-card support is designed mainly for eligible merchant purchases. Transfers, red packets, personal collection codes, and some Mini Programs can follow different rules.

Should I use Weixin Pay or Alipay?

Both can be useful. Set up the one you find easier first, then configure the other as a backup if your card and account are eligible. Carry some RMB cash regardless.
